Section 47Crossing of streams on buoys or skins

No person shall cross any river or stream on a buoy or inflated skin, nor shall have in his possession or custody any buoy or skin for the purpose of being used in crossing any river or stream, except * * * subject to rules to be from time to time, either generally or in any particular instance, prescribed by the State Government.
